Ukraine has put forward a sweeping proposal to the United States that would see Kyiv commit to purchasing $100 billion worth of American weaponry, funded largely by European allies, in exchange for binding U.S. security guarantees as part of a future peace agreement with Russia.
The offer, first reported by the Financial Times , was detailed in documents circulated among European leaders ahead of Ukrainian President Volodymyr Zelensky’s upcoming meeting with U.S. President Donald Trump in Washington.
In addition to the massive procurement plan, the proposal outlines a $50 billion joint venture for the production of drones in cooperation with Ukrainian defense firms. Officials say the initiative is designed to both modernize Ukraine’s armed forces and anchor the country’s defense industry within Western supply chains.
According to the report, Kyiv views the package as a cornerstone of a potential post-war security framework that would allow Ukraine to defend itself while signaling Western commitment to its sovereignty.
