Alarming Video Surfaces on Palestinian Telegram Channel: Tutorial on Stabbing Attacks Against Israeli Civilians

In a disturbing escalation of online incitement amid the ongoing Israel-Hamas war, a Palestinian Telegram channel has shared a graphic video tutorial instructing viewers on how to carry out stabbing attacks against Israeli civilians in public places like restaurants and cafes.

The video, approximately 48 seconds long, features a man speaking in Arabic while demonstrating techniques for surprise attacks. He emphasizes selecting crowded targets, using knives to stab multiple victims efficiently, and evading capture. "Enter the coffee shop and kill them at point-blank range," the narrator instructs in one segment, detailing shots to the chest and head or fallback stabbing methods if a weapon jams. The content is explicit and instructional, designed to encourage "lone-wolf" operations against civilians.

Telegram has long been a breeding ground for terrorist propaganda, particularly from groups like Hamas and Palestinian Islamic Jihad (PIJ). The platform's end-to-end encryption and minimal content moderation have made it a preferred tool for sharing unfiltered videos, including real-time footage of attacks, hostage situations, and recruitment calls. Since the war's outbreak, Hamas-affiliated channels like the Al-Qassam Brigades have surged in followers, from hundreds of thousands to over 600,000, posting graphic content to terrorize Israelis and rally supporters.

This isn't the first time such tutorials have appeared. In March 2023, the channel "The Wolf" shared a series of videos on "lone-wolf" attacks, including simulations of ambushes in coffee shops and instructions for using human shields against Israeli forces. Human Rights Watch (HRW) has verified similar content from October 7, 2023, assaults, describing deliberate civilian killings as war crimes. The current video aligns with this pattern, potentially violating international law by inciting violence against non-combatants.

Experts note that while mainstream platforms like X, Meta, and YouTube ban Hamas-linked accounts, Telegram's policies allow such material to proliferate. In 2023, Telegram briefly restricted some channels following pressure from advocacy groups like the Zachor Legal Institute, but enforcement remains inconsistent. "Telegram serves as a unique source of first-hand information," CEO Pavel Durov has argued, but critics say it exacerbates cycles of hatred.
