Parliament member Mojtaba Zonnour, who represents the Qom district and is considered a prominent figure in security matters, revealed that Moscow refused to supply Iran with the advanced S-400 air defense system, fearing it would be directed against Israel.

According to him, Russia agreed to supply the system to Saudi Arabia and Turkey – but not to Iran, despite repeated demands.

This frontal attack by an official Iranian figure against Russia is a rare event, and indicates significant cracks in the alliance between Moscow and Tehran. According to Iranian regime sources, despite signing a "strategic" military agreement between Russia and Iran just weeks before the attack, Moscow refused every request for assistance against Israel.

According to Western sources, Russia may have stayed out of the conflict for two reasons: inability to assist, as a result of Russia's significant military investment in the war in Ukraine. Or, the more likely possibility is that despite Russia's need for tools like the Iranian Shahed 136 drone, they don't see a need to insert themselves into a regional conflict. Especially when Russia and Israel have a history of agreements and understandings to prevent "non-interference."
