Ukrainian President Volodymyr Zelensky announced a sweeping government reshuffle yesterday, signaling the end of Prime Minister Denys Shmyhal’s tenure. Zelensky nominated First Deputy Prime Minister and Economy Minister Yuliia Svyrydenko to succeed Shmyhal, who is proposed to take over as Defense Minister, replacing Rustem Umerov. The Verkhovna Rada is set to vote on Shmyhal’s dismissal on July 16, with Svyrydenko’s cabinet expected to be confirmed the following day.

Shmyhal, Ukraine’s longest-serving prime minister since March 4, 2020, has navigated the country through the COVID-19 pandemic and Russia’s 2022 invasion. His technocratic approach earned him stability but drew criticism for an unpopular cabinet. Zelensky’s push for “new energy” and stronger wartime governance prompted the reshuffle, with Shmyhal’s experience eyed for the critical defense role amid renewed U.S. support under President Donald Trump.

The transition, occurring under martial law, may require legal adjustments to avoid instability, though Zelensky’s Servant of the People party, holding at least 231 parliamentary seats, is poised to ensure a smooth process.

Shmyhal just submitted his resignation.
