Israel Watchdog: Hamas’s Center of Gravity Moving to Europe
Israeli watchdog Ad Kan uncovers Hamas's secret European network coordinating Gaza-bound flotillas, with Stockholm serving as command center and millions in funding flowing through Islamic organizations.

An undercover operation has revealed that a secret Hamas network operating from Europe is the driving force behind flotillas bound for Gaza, according to findings released Monday by the Israeli watchdog group Ad Kan.
The investigation, which involved embedding a Swedish activist inside pro-Hamas circles, identified the “Free Flotilla Coalition” (FFC) as a front managed by what operatives call “Hamas Europe” , a clandestine network established in the 1990s under the instruction of Hamas founder Sheikh Ahmed Yassin.
“Most Israelis are not aware of it, but there is a large Hamas branch in Europe,” said Gilad Ach, chairman of Ad Kan, in an interview with Tal Meir. “This network has been active since the ’90s, with operatives dispatched to cities such as Paris, London, Amsterdam, and Oslo. Today they are leading the flotillas directly from Stockholm.”
According to Ach, the Stockholm headquarters serves as a command hub, where the group works to reshape Hamas’s image among European audiences, recasting it from a designated terror organization into what it markets as a “freedom movement.” The flotillas to Gaza, he stressed, are the centerpiece of this campaign.
“What people see is Navy commandos boarding ships off Gaza, but the process begins months earlier in Europe,” Ach explained. He claimed that even Swedish climate activist Greta Thunberg, who joined a flotilla and has pledged to participate again, is linked to Hamas financing. “In every photo, Hamas figures are standing right behind her, the people of ‘Hamas Europe.’ Sadly, Israel continues to ignore this reality.”
Ad Kan investigators also traced millions of euros flowing into the network through Islamic charities, mosques, and community associations across the continent. These funds, Ach said, are used to bankroll flotilla operations and spread Hamas’s narrative internationally.
“Hamas is under heavy pressure inside Gaza, and that is why its center of gravity is shifting to Europe,” Ach warned. “It is imperative that Mossad, Shin Bet, and other security agencies take this development seriously.”
