Likud Minister Responds to International Aid Organizations

Diaspora Minister Amichai Chikli said that Israel approves most aid organizations which apply to help Gazans, and that those who are rejected are declined for clear and understandable reasons.

Diaspora Minister Amichai Chikli released the following statement today (Thursday) on X in response to the 100 aid organizations alleging Israel is obstructing aid from Gazans:

"In recent weeks, several foreign ministers have attacked Israel for “restricting” aid NGOs, as if national security were optional. Today, a declaration signed by 104 organizations was submitted, criticizing the government’s policy on the matter. Out of those 104 signatories, only 20 organizations have actually applied for recognition as humanitarian entities — and only three of those applications were rejected.

"The inter-ministerial team, established under Government Decision 2542, is tasked with reviewing applications from international NGOs working with Palestinian communities to ensure their activities comply with Israel’s security, laws, and foreign policy — alongside their humanitarian work. The team is headed by the Director-General of the Ministry for Diaspora Affairs & Combating Antisemitism, and includes senior representatives from the IDF, security agencies, and key government ministries. Each case is examined through security, criminal, political, antisemitism, and delegitimization lenses.

"NGOs submit their applications, which are reviewed by all relevant authorities. The entire process is transparent and set out in a published procedure by the ministry. As of August 2025, 69 organizations have applied to the committee, of which only 8 were rejected. The reasons for rejection are clear, for example: International Cloud Humanitarian Relief Foundation — rejected for spreading delegitimization, making false accusations of killing thousands of children, and calling for an arms embargo. Rahma Worldwide Aid and Development — linked to the designated terrorist organization “Islamic Heritage Revival Society” and currently under designation proceedings in Israel.

"These are not “innocent charities” — they incite, isolate Israel, or maintain ties with terrorism. Any responsible country would prevent their activities. Protecting the humanitarian space also means preventing its abuse. That is the principle guiding us, and we welcome the fact that the State of Israel — even if belatedly — has chosen to bring order to a field that was previously wide open, allowing hostile and in some cases violent actors to operate unchecked."
